Announcement: Consultant for formulation of IMC Strategic Plan (2024 – 2029)Announcement:

The Puntland Information Management Center (IMC) for Water and Land Resources, a key government institution established in 2019, is seeking an experienced consultant to develop a comprehensive and actionable five-year Strategic Plan (2024–2029). This strategic plan will guide the IMC in its mission to effectively collect, manage, analyze, and disseminate land, water, and early warning information, thereby supporting evidence-based decision-making and enhancing organizational efficiency.

Purpose of the Consultancy

The selected consultant will be responsible for crafting a strategic plan that outlines the IMC’s vision, goals, and priorities. This plan will be instrumental in building internal capacities, fostering partnerships, mobilizing resources, and engaging stakeholders effectively.

Key Objectives

• Assess the current situation of the IMC, identifying strengths, weaknesses, opportunities, and threats.
• Develop the IMC’s vision, mission statement, and core values.
• Establish clear, measurable, and achievable goals and objectives for the next five years.
• Identify necessary resources to accomplish these goals.
• Create a detailed implementation plan, including monitoring and evaluation strategies.

Scope of Work

The consultant will undertake several specific tasks, including:

• Preparing an inception report.
• Conducting literature and desk reviews.
• Consulting with stakeholders.
• Establishing strategic goals and objectives.
• Developing an operational framework.
• Conducting a SWOT analysis and needs assessment.
• Drafting and finalizing the strategic plan.

Qualifications

• Advanced university degree in organizational development, social sciences, business management, strategic planning, or a related field.
• At least 10 years of experience in strategic planning.
• Proven experience in conducting needs assessments, developing vision statements, and creating implementation plans.
• Strong analytical, writing, and communication skills.
• Ability to work effectively with stakeholders in strategic planning processes.

Timeline

The consultancy will span 29 days over a period of three months.
